This 6-year project aims to enhance urban climate resiliency, environmental sustainability and social aspects recognized by residents and other stakeholders achieved through better planning enhance resulting from improved skills and capacities of local administrative organization to identify and plan against climate change risks and impacts; integrating nature based solutions into urban development plans in Chiang Rai and Surat Thani; and strengthening policy-making and planning towards more climate resilient and sustainable urban development with national examples developed for Thailand allowing replication.

IUCN is implementing other projects in Thailand with a strong M&E component including the DFAT-funded Protected Areas and Development (PAD) and Conservation International-funded 100 Million Trees, both of which intervene in Kaeng Krachan Forest Complex World Heritage Site. JOB DESCRIPTION 1. MAJOR RESPONSIBILITIES
The KM/ME Officer is responsible for the design and implementation of stakeholder engagement, knowledge management, M&E, and learning processes to measure project progress against donor and IUCN performance standards. This includes developing and leading the project\u2019s stakeholder engagement, M&E, and knowledge management activities, contributing to the development of workplans and budgets to ensure sufficient resourcing for performance and accountability related activities, and facilitating learning processes with the project\u00b4s team.
The KM/ME Officer is responsible coordinating the activities and inputs of project team members with partners. She/he will ensure quality assurance and alignment with institutional policies, practices, standards, and systems, including the Project Guidelines and Standards (PGS), the Project Appraisal and Approval System (PAAS), and the IUCN Environmental and Social Management System (ESMS).

2.SPECIFIC DUTIES

2.1 Stakeholder engagement/knowledge management

• Develop and lead stakeholder engagement plans for state and non-state participants tailored to project outputs and outcomes.
• Participate in relevant consultations, workshop, and other meetings to support meaningful participant engagement.
• Based on quantitative and qualitative project results, draft short communications suitable for social media and donor reporting.
• Support the preparation of synthesis reports and analytical studies that capture key project findings and recommendations.
  2.2 M&E and reporting
• In consultation with reginal M&E specialist, develop and track quantitative and qualitative indicators needed for both donor and IUCN reporting.
• Design and implement tools to efficiently capture and report on project indicators both donor and IUCN reporting.
• Provide input on performance and accountability activities, including the level of effort and resources required to support all requirements.
• Support the formulation of baseline measures and targets, during proposal writing, project inception, and throughout project implementation.
• Coordinate across the team members and partners to collect, analyse, and synthesize data and information to monitor and assess performance.
• Contribute to reports and evidence-based communications on project progress for both donors and IUCN.
• Identify and contribute to mitigation of risks, and development of risk management tools and ensure project risk register is regularly monitored and updated.
• Support supervision missions, including providing analyses or reports of progress against indicators. May be occasionally requested to participate in supervision missions of other projects. REQUIREMENTS
  • Thai nationality only.
  • Demonstrated experience in the fields of performance and accountability, results measurement methods and management in conservation, development, or other relevant sectors.
  • Demonstrated experience designing, implementing, and managing complex, multi-partner and multi-sectors projects in conservation, development, or other relevant sectors in the region.
  • At least 5 years of experience in monitoring, evaluation and learning for projects or programmes or portfolios in the conservation or development sector.
  • Knowledge of the application of environmental and social safeguards, working experience in this area is a plus.
  • Bachelor\u2019s degree or higher in environmental studies, biodiversity conservation, natural resource management, planning, management or social sciences, economics, public policy, business administration, or a related subject matter.
  • Excellent organisation and communication skills with a proven ability to engage across levels of an organisation and across geographies.
  • Group facilitation skills and experience with application of monitoring and evaluation methodologies.
  • Excellent ability to collate, analyse and synthesize information to deliver clear reports to facilitate management decision-making.
  • Proficiency in data management and analysis, with strong statistical skills is a plus.
  • Proficiency with data management and/or project management software and tools is highly desirable.
  • Experience with institutional knowledge management and learning is an asset.
  • Capacity to work collaboratively within a diverse and multi-cultural team.
  • Excellent writing skills (in English) to deliver clear and concise reports.
  • Fluency in English and Thai is a requirement and working proficiency. APPLICATIONS
