Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
The IOM Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand is covering 40 countries across the Asia and Pacific region. The key responsibility of the ROAP is to formulate regional strategies and plans of action and to provide programmatic and administrative support to the countries within the region.
Context:
The Climate Mobility Innovation Lab (CMIL), hosted by the International Organization for Migration (IOM), was established to address the nexus between human mobility and climate change. The Lab fosters innovation and partnerships to tackle the complex challenges posed by climate change and human mobility across the Mediterranean, Africa, Asia-Pacific and beyond.
Central to this work is the Risk Index for Climate Displacement (RICD), an operational foresight tool that enhances understanding of climate-induced displacement dynamics — including its drivers, triggers, and tipping points. The RICD supports the identification of current and future displacement hotspots and trends, providing actionable insights for policymakers and investors.
CMIL is also implementing the Climate Catalytic Fund (CCF) — a blended finance mechanism that mobilises rapid and flexible match-funded grants to translate data-driven risk insights from the RICD into concrete, locally led adaptation action. RICD and CCF are intrinsically linked, as the CCF targets funding to the most at-risk locations and relevant sectors, informed by RICD risk analytics and climate mobility hotspot mapping.
To support the visibility and impact-showcasing efforts of the RICD and CCF, under a project funded by the European Union, IOM is seeking a video production consultant. The Partner will coordinate with four country offices in the Asia-Pacific region to collect multimedia content for the development of country-based documentaries and a combined documentary of no more than ten minutes. Working under the guidance of the CMIL team, in close coordination with the IOM Regional Office for Asia and the Pacific (ROAP) Media and Communications Unit, the consultant will serve as the main video focal point.
Core Functions / Responsibilities:
The successful candidate will be responsible to serve multiple purposes, including:
Capturing personal stories, the challenges faced, the support received, and the impacts experienced through IOM's Climate Catalytic Fund;
Translating the lived experiences of beneficiaries into powerful, community-relevant awareness content that inspires and informs relevant stakeholders to support these initiatives;
Producing audiovisual content suitable for large-screen projection and distribution across IOM's digital platforms;
Inspiring and informing governments and private sector actors on ongoing initiatives they can support to address climate displacement challenges, especially through co-funding for the CCF; and
Supporting the documentation of the project's impact and the creation of a lasting archive of beneficiary testimonies and success stories for future use by IOM.
Scope of work will include:
Develop concepts for three videos (two country-based videos (Fiji and Vanuatu) no more than five minutes, and one regional video no more than ten minutes), with supporting visual content, and support the development of concepts for two country-based videos (Philippines and Indonesia).
Co-Produce a storyboard, script, and production plan in coordination with CMIL, ROAP MCU team, and IOM country offices (COs), and provide guidance to COs on video content creation and production.
Consolidate video content and materials from the COs and produce video rough cuts.
Make final edits to the video content based on feedback received from CMIL, ROAP MCU, and IOM COs.
Deliver videos with English subtitles.
Produce four to five cut-downs for the series for promotional use (30–60 seconds).
Deliver all final video files (including one clean version with no subtitles) to CMIL and the ROAP MCU team.
Creative ideas and suggestions for impactful delivery of the message are welcome. The videos should be produced in English or the local language, with subtitled versions, at the highest market quality standards — high-definition, dynamic, colourful, and with clean stylistic touches. The videos should adhere to both IOM’s and EU Humanitarian Aid’s visibility guidelines.
The entire film production — including scripting/storyboard writing, editing, voice-over/audio narration, subtitles, and licensed soundtrack — should be handled by the consultant, delivering a final product ready for dissemination at standards optimised for screening, online distribution, and social media upload and promotion.
The entire development and production process will be closely coordinated with the IOM CMIL project officer, with continuous review, comments, and thematic input provided as needed.
All tasks are to be completed by 30 November 2026.
Deliverables and technical requirements:
The final video products shall be delivered in the following formats:
FINAL VIDEOS
• The final videos in 4K resolution.
• The final video in two optimized social media formats: 1920x1080 and 1080x1080 (or other as specified).
• Additional copy of the final video in 4K and HD resolution (1920x1080), excluding any titles, music or voice-overs for future language adaptations.
• Two separate audio tracks of the video including and excluding music and sound effects.
RAW MATERIALS
• For the new videos: compilations (of up to 20 minutes) of the best shots of the recorded material organised by shoots in HD resolution, to be archived by IOM. Each compilation should be accompanied by the date and location of the shoot, as well as a three-five sentence description of the content of the footage.
• Script/transcript of all subtitles and titles included in the final video.
• Raw files of any new animated illustrations to be compiled and handed over to CMIL

Required Qualifications and Experience
Education
University degree relevant to multimedia communications, videography, or documentary filmmaking.
Accredited Universities are those listed in the UNESCO World Higher Education Database
Experience
At least five (5) years of proven experience in the design and production of video content, documentary filmmaking or audiovisual production, including human-interest or community-based content in Asia and the Pacific
Experience with climate mobility, migration or sustainability messaging will be considered strong asset
Experience producing short-form digital content optimized for social media platforms including Facebook, Instagram, and TikTok pages.
Skills
Technical capacity to manage the full production cycle, pre-production, filming, editing and post-production, using professional equipment suitable for both outdoor screenings and digital distribution.
