TERMS OF REFERENCE

The Global F2F Strategy recommends that markets mitigate donor acquisition risk by reducing dependency on external fundraising agencies and strengthening sustainable in-house fundraising capacity. UNICEF Thailand is committed to advancing these global recommendations by strengthening and scaling its in-house Face-to-Face (F2F) fundraising operation. Since launching its in-house F2F programme in 2018, UNICEF Thailand has built important internal capability and operational experience; however, the operation now requires sharper strategic focus and performance acceleration to address productivity gaps, strengthen donor quality, improve operational efficiency, and increase contribution to overall acquisition and income targets. To support these objectives and the strategic priorities of the 2026–2027 Individual Giving programme, UNICEF Thailand requires a Face-to-Face (F2F) Donor Acquisition Consultant to provide specialized expertise to diagnose key operational barriers, strengthen systems and processes, improve leadership and team capability, and support implementation of a clear performance turnaround roadmap for the in-house F2F operation. The long-term objective of this assignment is to support UNICEF Thailand in establishing a high-performing, scalable, and sustainable in-house F2F fundraising operation that serves as a primary driver of donor acquisition growth, delivers strong donor quality and retention outcomes, improves productivity and Cost Per Acquisition (CPA), and strengthens leadership, accountability, and operational decision-making across the channel throughout the 2026–2027 strategic period.

Scope of Work:

The consultant will work closely with the Individual Giving Manager to assess current performance, identify the root causes of underperformance and growth constraints, and design and support implementation of a practical turnaround and scaling plan for the in-house F2F operation. The assignment will focus on improving productivity, donor acquisition quality, Cost Per Acquisition (CPA), leadership effectiveness, workforce planning, and operational governance, while strengthening performance management, change management, and collaboration with external fundraising agencies and partners. The consultancy is expected to combine strategic analysis, field-based observation, coaching, and structured performance review to ensure sustainable and measurable improvement.

Key Activities/Tasks:

1. Conduct a structured diagnostic of the in-house F2F operation, including performance, productivity, donor quality, workforce capability, team structure, location and event strategy, agency contribution, and operational bottlenecks.

2. Develop a prioritized turnaround and scaling roadmap with clear recommendations, milestones, accountabilities, and decision points to improve performance and sustainability.

3. Lead the strategic development and scaling of UNICEF Thailand’s In-House F2F Fundraising Programme to drive sustainable donor acquisition growth and improve overall fundraising performance.

4. Strengthen donor acquisition quality and operational effectiveness through data-driven decision-making, market intelligence, and the adoption of fundraising best practices.

5. Provide strategic oversight of budgets, Cost Per Acquisition (CPA), and financial performance to ensure cost efficiency, compliance, and long-term sustainability. Human Resources United Nations Children’s Fund

7. Build the leadership and management capacity of the F2F management team, enabling greater operational independence, accountability, and strategic decision-making.

8. Enhance performance management and change management frameworks to improve productivity, employee engagement, operational governance, and continuous improvement.

9. Strengthen the management of fundraising agencies and external partners through performance oversight, stakeholder coordination, and partnership optimization. 10. The consultant will need to undertake in-country travel, if required.

Minimum requirements:

• Education:

Bachelor’s degree in business administration or social work

• Work Experience:

5 Years

• Language Requirements:

Fluency in either English and Thai is Required
