EFC project WBSE: SB-027402.01 (50%) and SB-027402.05 (50%) Amount of USD 8,483 (1 payment) Work LocationBangkok Expected duration7 months Duties and ResponsibilitiesThe Economic and Social Commission for Asia and the Pacific will deliver a new initiative, titled the “Energy Transition for Green Growth and Prosperity” programme (ETGGP). Focusing on Southeast Asia, the programme aims to support member States accelerate their energy transition in tandem with green industrial development. It will do this by strengthening institutional capacities across ministries and accelerating country-led energy transitions through a targeted, demand-driven model grounded in national contexts. Work will focus on strengthening capacities in policy development, energy system planning, finance, data, and participation in sustainable energy technology value chains. The programme will deliver support through three mutually reinforcing pillars: 1) data-driven policy support and capacity-building to link energy, economic, and industrial strategies; 2) development of green power corridors using socioeconomic and environmental impact analysis; and 3) green finance for the energy transition to accelerate financing for the energy transition. Themes that ETGGP will work on, on a demand-driven basis from countries, will include renewable energy, green growth and green industrial competitiveness, energy efficiency, energy access, energy connectivity, financing solutions, low carbon transport, critical minerals and energy technology value chains and supporting the early retirement of coal-fired power plants. Delivery will be undertaken by two divisions of ESCAP working in partnership – the Macroeconomic Policy and Financing for Development Division, and the Energy Division. The initiative will commence from January 2026. There will be a series of key meeting structured around the Asia Pacific Forum on Sustainable Development (APFSD) in late February 2026, including a meeting of the Advisory Group convened to advise the project, an inception workshop and a roundtable meeting. In this context, ESCAP will be working to commence programme activities, set in place the governance arrangements for this programme, communicate with external and internal stakeholders and organize the meetings during the week of APFSD in February 2026. In parallel, ESCAP is also advancing activities under the Energy Foundation-supported project titled “Promoting Sustainable Energy in the Asia and the Pacific Region to Support the Implementation of SDG 7 and the Paris Agreement, Phase III”. Duties and Responsibilities: This terms of reference is for hiring a consultant to support both ETGGP programme implementation and Energy Foundation project communication and knowledge dissemination activities. These will include but not limited to cross-divisional coordination, steering group/governance support, donor engagement and reporting assignments, multiple high-level meetings and tailored written/digital communications products. Objective: Under the direct supervision of the Section Chief, Sustainable Energy Utilization and Development Section, Energy Division and the overall supervision of the Director of the Division, the consultant will undertake the following activities. A: Activities under the ETGGP programme: 1. Provide substantive input to the ETGGP in its inception phase • Liaise with internal stakeholders in Energy Division and Macroeconomic Policy and Financing for Development Division to ensure smooth delivery. • Facilitate the internal governance processes including facilitating the Steering Group meetings. • Prepare memos, briefing notes and agendas for internal and external meetings. • Engage with donors and ensure reporting requirements are met. 2. Facilitate Meetings in the inception phase of the ETGGP a) Advisory Group meeting 22 February 2026, b) Inception workshop 23 February 2026, and c) Expert roundtable and launch 24 February 2026. • Revise the Concept Notes and agendas in line with internal discussions, develop a list of potential invitees. • Liaise with participants prior to the event to ensure smooth delivery. • Prepare presentation materials as needed. • Facilitate meetings and record key discussion points at each meeting. • Prepare and submit a report summarizing the discussion points, stakeholders’ feedback and action items. 3. Develop communications products to support the ETGGP • Prepare written content, infographics, and blogs on energy transition and green growth as required. • Develop digital materials showcasing the initiative. 4. Undertake ad hoc assignments upon request. B. Activities under the Energy Foundation project: 1. Develop and disseminate knowledge and communication products showcasing project achievements and lessons learned, including policy briefs, case studies, infographics and technical reports based on project outcomes. 2. Prepare exhibition and presentation materials to promote project activities at regional forums and ESCAP meetings. 3. Enhance project visibility and outreach through social media by curating stories and updates that capture project milestones and lessons learned. 4. Coordinate closely with the ESCAP Energy Division and communication team to ensure alignment with broader ESCAP initiatives. Qualifications/special skillsMaster Degree in journalism, arts, communications, language or related field. Minimum of 10 years’ experience in communications, strategic planning, partnership development or related field. Good understanding of the UN system and the knowledge of development works in Asia and the Pacific are highly desirable. LanguagesGood command of written and spoken English.
